    “We should make an effort to make conflict prevention an overarching priority of the United Nations,” said Minister Czaputowicz. “But once an armed conflict erupts, we must focus on ensuring that civilians enjoy the highest level of protection,” he stressed. The minister went on to point out some disturbing phenomena which pose a challenge to the protection of civilians, such as warfare in densely populated urban areas, the use of starvation as a method of warfare, and attacks against medical personnel and humanitarian workers.
